Either the tower has been shortened, or it's a reminder of the way things used to be... the whole point of a fire tower is to be able to see over the trees surrounding it so that you can spot smoke. Lots of trees taller than the tower means the spotter couldn't spot from there.
Mary says: My mistake, Mel, it wasn't a fire tower at all, it was a U.S. Coast Guard "watch tower" or "look out", that had been located at the Eagle Harbor Coast Guard Station, but was moved to this park in the 60's. Thanks to Paul (Sconie) for pointing that out, further up in the notes. :-)
