The snowbanks are that clean Richard because of the reason fy1 pointed out; they don't use any salt/sand on that road. But, contrary to what fy1 said, that road IS open year-around. There is an enormous dam at the top that is holding a glacial lake back (photo below). The Norwegian Government has a monitoring station at the edge to monitor lake levels and weather information. We never saw what they used to keep it open, but I can imagine it is some sort of large snow blower like a Sno-Go or something similar.
And yes, that was our rental car in Norway/Sweden/Finland over the summer, an Audi A4 Quattro we named "Sven the Swedish Audi"!!
