This sounds like a really good start for a book. I have to apologize first. I know its not nice to laugh at someone else's trouble, but I couldn't help but chuckle when reading your story. I have never heard of a Police dept with their heads so far up you know where. I've been in law enforcement for 29 years and have seen and heard a lot of things, but this is a new one for me. Just about every town I know has trucks that block the street for a minute or two backing into loading docks for deliveries. Its just part of doing business. A lot of Police Depts would probably even provide traffic control to make it go safely. I've never heard of one wanting to ticket the trucker. They must do things differently in Indiana. There is some universal logic they will understand. If they won't let the trucks back into the loading docks to deliver goods, the stores can't do business, and subsequently will go out of business. The city will lose tax revenue and will have to cut expenses. The first place cities always want to cut expenses is public safety, ie- police officers laid off. That they will understand. Arguing with them is probably a waste of time. I would go directly to the Mayor and council. They are likely to be business people and thus be more sympathetic to your plight. After all, it could be their store next. Hope it works out all right. Keep us informed as the saga continues.

I too was in law enforcement... in Michigan :) Howdy. No offense taken...it was meant to make others chuckle...because from a law enforcement perspective I laughed so hard when hubby called me and told me this. "Yeah, righty oh"...followed by, "Only in Indiana..."
Yes, it has kept my friends in law enforcement laughing and also scratching thier heads, this past week...it is too unbelievable. Between tears of laughter, we keep telling hubby, "please don't take offense to other officers, on account of this one."
Counting down to the time we move back home to Michigan...and to a place where we understand the laws. Sigh.

I happen to enjoy the stories. Isn't it a known fact that the Finnish people are the best story tellers. I guess you cannot please all the people all the time.
