I'm sorry, but not surprised, to hear that Joey isn't very happy about his "Yooper" boots. They will take some getting used to, which may take a little time. Now, I bet that he might get used to them in a hurry if he saw a squirrel or a bunny to chase! :-) I bet if you dangle a treat in front of his nose as you walk along, he will start moving in them in a hurry, I bet, particularly if you give him tiny pieces along the way. Some dog handlers will carry small pieces of cut up hot dogs for "bait" in the show ring. You might see a little bit of that if you watch the Westminster Dog Show on Mon & Tues nights on TV. Or, those dogs might be baited with liver treats (or whatever best turns each particular dog on), but they will be baited, that is a given.
Seriously, though, boots aren't just for Yooper dogs. Dogs in New York City should wear boots to protect their feet because the sidewalks are salted, and sled dogs wear them to protect their feet from the brutal snow & ice, just for starters.
